Fractals t4 is by far the best way to accumulate miscellaneous armour/weapon boxes without crafting. However, their drop rate may be the highest in the game from t4 fractals, but it is still RNG, of what you get, when, and what stats you get. Crafting is the most effective way of obtaining ascended armour and weapons in the stats you want.
For PvE, it's completely useless. For WvW, there is generally no point in hybrids at all beyond solo or duo play. If you're a healer, then you need to bring a healer and not half of one. Fully ascended celestial is 639 healing power and ZERO boon duration.
Yeah, I'm a big friend of Marauder gear too, and the exotics are really not noticeably more expensive to craft than core stats. Also, the "viper's is as expensive as ascended" is hyperbole. It's just that when you're sinking that much into it, why not go all in and spend a bit more to get top-tier.
