The Traz will produce troops according to the barracks that you have in your city. No barracks means no troops. The barracks just need to be placed for Traz to work. They do not need to be fully constructed or even attached to roads. During Events I sometimes delete a barracks to free up space to build stuff required by quests then I replant it

Jan 14, 2014. #3. Alcatraz only gives units based on the barracks you have in your city, so if you only have a rogue hideout, you will only get rogues. I have a disconnected Mech Artillery, and receiving around 3 of those units every day (out of 6 and I have only 1 rogue camp)
